The VP and the Senate

During the Vice Presidential debate, Gov. Palin and Sen. Biden squabbled over the role of the Vice President in relation to the Senate.  Palin contended that the Constitution grants flexibility to the VP to exert his or her influences to the Senate, while Biden disagreed, saying that it only gives the right of casting a tie-breaking vote.  After the fact, pundits widely ridiculed Palin’s lack of understanding of the Constitution.  Even conservative writers such has George Will has recently jumped onto the bandwagon [1].  So, is Palin ignorant about the Constitution?
